Abstract: Causes that determine criminality among mayors can be classified in two categories: subjective causes, concerning professional skills of local elected along with its aspiration towards welfare and confort, and objective or external causes, related to state policy in administrative and legal field, socio-economic status of local and national community and the human relationships within the administrative-territorial unit.
