Abstract: The Law no. 17/2014 came into force on April 11, 2014 regulating the sale of agricultural land only from outside the city limits for which it is planned a procedure meant to regulate a right of first refusal. That right belongs to the co-owners, lessees, neighbours-owners and the Romanian State, through the State Domains Agency. Given the subsequent completion of the law with no less than three implementing rules and also the large number of institutions involved in the procedures, understanding the new procedure of pre-emption is not an easy task. This article aims to articulate a logical manner of presenting the main provisions of the law.
