Set up a space freedom, security and justice requires the need to punish certain offenses a manner similar to that existing in another state and especially respect national sovereignty. The role of European criminal law is also to promote cooperation between members states within this space of freedom, security and justice in a way that minimizes the difficulties created by the national borders. This means that European criminal law is superimposed on the national legal systems and responds to the logic of small steps, which also characterizes the entire European construction.
