Abstract: Together with increasing the quality of public administration the role of public servants is more important each day. The process in which civil servants take decisions gets more consideration. For the impartiality of this process of much importance is adopting modern rules about the conflicts of interests and incompatibilities. These rules should protect both the public service and the citizens of arbitrary decisions by guaranteeing that the entire professional activity of civil servants is dedicated to public sector. This goal could be achieved by a modern regulation at an European level, of incompatibilities and conflicts of interests.
